What is an MSME?

A micro, small or medium enterprise as defined by investment and turnover limits.

Definition

An MSME is a micro, small or medium enterprise, classified in India under the MSMED Act by its investment in plant, machinery or equipment and its annual turnover. From April 2025 the limits are ₹2.5 crore investment and ₹10 crore turnover for micro, ₹25 crore and ₹100 crore for small, and ₹125 crore and ₹500 crore for medium enterprises.

Why it matters for an Indian small business

MSMEs produce around a third of India's GDP and employ well over a hundred million people, and the category exists so that policy can direct credit and protection to them. Being an MSME means access to priority sector lending, collateral-free loans, the 45-day payment protection, tender preferences, subsidies for technology and quality certification, and simpler compliance in several laws. The 2025 revision raised the limits sharply so that growing businesses keep benefits longer.

Practically, almost every small business in India qualifies as micro, from a single-chair salon to a ₹9 crore manufacturer, and most never claim a single benefit because they never registered.

How it works

Classification uses two tests, both of which must be met for a category. Investment counts plant, machinery or equipment at cost, excluding land and buildings, and is read from the income tax return. Turnover excludes exports and is read from GST returns. A business crossing either limit moves to the next category, but only after exceeding it for two consecutive years, and it keeps the lower category's benefits during the transition.

Status is proven by Udyam Registration, which is free and online. Once registered, an enterprise can file delayed-payment claims on the MSME Samadhaan portal, apply for schemes through the Champions portal, and must be paid by buyers within 45 days, with buyers above a size required to report outstanding MSME dues in their accounts.

Example: a Kanpur leather tannery

Ganga Tanning Works in Jajmau has ₹6 crore in machinery and ₹38 crore in turnover. Under the pre-2025 limits it was a medium enterprise; under the April 2025 thresholds it is small, which restores its eligibility for the credit guarantee scheme and tender preferences it had lost. With the updated Udyam certificate the firm wins a state police footwear contract with the EMD waived, gets a ₹2 crore working-capital line without additional collateral, and uses the ZED certification subsidy to fund an effluent treatment upgrade that its export buyers in Germany had asked for.

Common mistakes

  • Assuming a business is too small or too large to count; the limits are broad.
  • Including land and buildings in the investment figure.
  • Not registering because there is no immediate need, then scrambling when a tender or lender asks.
  • Missing the 45-day payment rule and writing off receivables that were legally recoverable.
  • Confusing MSME registration with company incorporation or GST registration.

FAQ

MSME questions

What are the current MSME limits in India?

From 1 April 2025: micro up to ₹2.5 crore investment and ₹10 crore turnover; small up to ₹25 crore and ₹100 crore; medium up to ₹125 crore and ₹500 crore. Both criteria apply together.

Is a shop or trader an MSME?

Yes. Wholesale and retail traders have been eligible for Udyam Registration since 2021, alongside manufacturers and service providers.

What is the 45-day payment rule?

Buyers must pay registered MSMEs within 45 days of accepting goods or services, or the agreed period if shorter. Late payment attracts compound interest at three times the RBI bank rate.

How do I prove MSME status?

Through the Udyam Registration certificate, which shows your category and Udyam number. Lenders, buyers and tender authorities ask for it.

Do MSMEs pay less tax?

MSME status itself does not change income tax or GST rates, though some schemes offer subsidies, and presumptive taxation under sections 44AD and 44ADA is available to small businesses and professionals by turnover.
